Two-week shortage forecast notebook

Clinics run out of a handful of SKUs and only notice at the desk. We have two years of orders. We want a notebook (Python) that flags a two-week shortage risk per clinic, with a confidence interval, not a single number. CSV extracts, no live DB access in this round.
